Job Title: Outreach and Enrollment Specialist

Managed Care Supervisor supervised

Status: Non-Exempt, Full-Time

Via Care Community Health Center

Duties and Responsibilities:

  • Provide enrollment assistance (including but not limited to completing coverage applications, gathering required documentation, and troubleshooting the enrollment process) for uninsured adults to access subsidized, low-cost and free health insurance programs through the health insurance marketplace.
  • Provide structured patient education on health coverage, engage in follow-up conversations, and offer renewal assistance for enrolled individuals.
  • Distribute outreach materials to patients, community members, partner organizations and businesses to build coverage option awareness.
  • Develop, discover, and attend community events to promote coverage options and the mission and services of the organization.
  • Collaborate with various local organizations to build awareness of coverage options, spur enrollment and build referral linkages.
  • Attend and successfully complete all required training programs; participate in ongoing conference calls, webinars, and other professional development opportunities.
  • Accurately provide required reporting to track goal achievement and client satisfaction.
  • Recruit and utilize volunteers to increase program capacity.
  • Assist in the development and implementation of organizational outreach and enrollment initiatives.
  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to all policies and agreements regarding confidentiality, privacy, and security.

Knowledge, Skills, and Abilities:

  • Knowledge of the health and human services infrastructure, health insurance programs and public coverage options.
  • Ability to effectively develop and nurture relationships with a diverse group of stakeholders.
  • Ability to work independently and coordinate multiple tasks.
  • Ability to enthusiastically communicate with potential enrollees.
  • Strong computer skills with proficiencies in Outlook, Word, PowerPoint, Excel, internet-based applications, and the Microsoft operating system.
  • Ability to manage time and meet deadlines.
  • Excellent verbal and written communication skills.
  • Ability to maintain accurate records and necessary paperwork.
  • Ability to learn and apply training instruction.
  • Ability to maintain strict standards of confidentiality regarding patient information.
  • Ability to maintain a calm professional demeanor and make independent judgments.

Special Requirements:

  • Subject to a criminal background check prior to employment.
  • TB and pre-employment physical clearance, to be renewed every year. Annual Influenza. COVID Vaccinated.

Qualifications:

  • Two years’ experience working in a community social service or healthcare environment.
  • Current HIV/STI Counseling Certificate preferred, as well as current training on family planning practices and methods.
  • Covered CA Enrollment Assister Certification strongly preferred.
  • Bi-Lingual in Spanish and English required.
  • Must have excellent reading and comprehension skills.
  • Must be able to work efficiently in a very fast-paced environment.
  • Must adhere to the agency’s non-discrimination policies.
  • Experience working with low-income and predominantly Latino populations. Experience working with ethnically and culturally diverse communities, and low-income populations. Ability to effectively interact with co-workers and patients with diverse ethnic backgrounds, religious views, political affiliations, cultural backgrounds, lifestyles, and sexual orientations and treat individuals with respect and dignity.
